World Government Structure

This page will be edited frequently as I am working on its finer details. I encourage all peoples thoughtful responces to this as a form of deliberation towards its perfection. Ideally, this will serve as the refining ground before humanity can embrace it enough for an open presentation to the world in serving as the replacement for all current forms of government.

What I am suggesting for our world government is just that, a suggestion. I am submitting this to be a framework for the world citizens to study and deliberate on. Much of what I will be suggesting will be deemed agreeable by the masses, and much will not. The process of inking our new government cannot come from me alone. It must be deliberated on fully.


Framework:

Local/Regional subsections of all 5 branches in full cooperation with the parents.

In matters of change: The Executive, Legislative, and Citizen Oversight Branches will have a full responsibility of deliberation. The Judicial and Resource Branches will not be a part of change; instead, they will be enforcers of those written agreements, laws, policies and processes; additionally, the Judicial and Resource/Prod branches will provide information through discoveries in their unique processes to be deliberated on by the Executive, Legislative and Citizen Branches.

Executive Branch

 Structure – Elected presidents from all regions of the world. Each region will elect their own president to represent their unique geographic areas and communities. Ideally, a body of at least 11 must be formed to attain diversity. It must be ensured that an odd number of Presidents is always maintained for the purpose of ensuring a pass/fail result on all matters. No one president will be privileged with more or less voting power than another no matter how large or small their regions citizen base is; nor can veto power can be allowed. The processes of deliberation between Presidents must be in open format so any world citizen can oversee its process. The other 4 branches will help maintain oversight of this to ensure its misuse is found and corrected.


A Presidency term limit must be agreed upon. Each term will be a set amount of years.


Description of duty – The purpose of the Executive body as a whole will be to represent their individual regions in deliberation between others in matters concerning the world, its citizens, future planning, crisis response, and enforcing the world constitution/bill of rights. All Presidents will answer to the 4 other branches of their regional government in deliberative processes that occur between the other 10 (or more) Presidents in the Executive Branch as well as oversee the other branches.

The EB will have equal powers as the Legislative and Citizen Branch in the processes of conceptualizing, deliberating, and voting in of change. However, a final vote of any matter concerning the people will always fall to a vote carried in full power by the Citizen branch. The EB will be a tool in refining legislation in concert with the Legislative Branch to submit to the Citizen Branch for a final vote.

Legislative Branch

All matters handled through the processes of the other branches will need to be deliberated on by a World Congress. This body will serve as the platform for open and transparent debate in these matters. Regional Congresses will facilitate the same processes concerning those regions unique needs and concerns. Those Regional Congresses will elect representatives to serve in the World Congress platform.

The LB will consist of our most brilliant intellectual minds to deliberate proposals of change to refine them according to the interests of the people in order to present its refined product for final vote. Additionally, it will be responsible for educating the Executive and Citizen Branch on the matters of a piece of legislation for highlighting the needs, concerns, and facts of each proposal.

The LB will have equal powers in the processes of deliberation, conceptualizing, and voting in of change. The LB will work in concert with the EB to deliberate and refine legislation to be submitted to the Citizen Branch for final vote. However, a final vote of any matter concerning the people will always fall to a vote carried in full power by the Citizen branch.

Citizen Oversight Branch

Military Powers will be under complete control of the COB. Two branches of military should exist. One branch will be the recognized COB Armed Services branch that is trained by and serves daily as the overall force for planetary defense, disaster response, and factional opposition to the Citizens World Government. The second branch will be the citizen base of the world in its basic rights to bear arms, organize, and maintain a militia for the protection against the dangers that exist in government erosion so that the citizens can always seize control of their destiny to correct the course of it.

This branch will serve as an equal power to the Legislative and Executive branches in processes of deliberation. Unique though will be the COB’s power to halt the powers of other branches when the citizens as a whole, through a majority vote process, identify a potential misuse of any process of government.

The COB will always be the final platform for voting in or out a piece of World legislation. Regional and local functions will need a duplicate structure for their unique areas necessities.

After proper deliberation has occurred through the Legislative and Executive branches the final say on any matter concerning the people will always be through the power of majority vote by the people of the COB in which all people are members of.

In order to ensure the powers of all government are overseen and controlled by the entire citizen base it will be a World Law that all citizens participate in voting on all matters submitted to the COB for final approval. This requirement will be a part of each citizen’s contribution to humanity as Intellectual Labor in addition to their official vocation. Special arrangements of citizens whom wish to remain excluded from this process or whom society wishes so should be deliberated on and written. Such special reasons may include belief systems of the individual, mental disability, or crimes deemed serious enough to temporarily or permanently remove this responsibility.

A COB Oversight Group should be formed for both the world, regional, and local levels. Its function should be to provide centers for voting, filing proposals, filing concerns or alleged abuses of government, and providing debate/hearings platforms.

While the COB will always hold the final say in change, and hold the power to halt the processes of another branch, it will not be as large a power structure as one might be currently imagining. The Legislative and Executive branches will be doing the hard work of politics in an open and transparent process and submitting their results to the citizen base that IS the COB for final voting. The structure of the COB will largely be unnoticed during times of smooth sailing for our new world as it will be you and all those around you who are busy living, working, and enjoying life.

Judicial Branch

A world court will be necessary for the practice and processes of law, for submitting to the higher tiers of government cases that set precedent law, and enforcing the world constitution and bill of rights.

Structure – Each region will vote in a World Court Judge to represent them. Just as the Executive Branch, legal matters concerning the world will be deliberated on in transparent fashion by the said elected Judges. All matters of legality concerning the World Court will be heard by all Judges and voted on by all. A body of 11 or more must be maintained for diversity and voting purposes.

All regional and local areas will have Judicial Branches which are a part of the World Judicial Branch system. Functions not needed on the World Court will be handled by these regional and local courts.

The Judicial Branch will be a vital function in practice of our constitution and enforcement of it. Additionally, as cases are heard it will encounter flaws of our government, constitution and other branches which will need to be deliberated on. The Judicial Branch will not have powers to make those changes on its own. It will have the responsibility of documenting the flaws and forwarding them to the Executive, Legislative, and Citizen Branches for the proper processes to take place; ensuring that all changes made to society are always left to the fair, transparent, and inclusive structure of the world population and its organized structure of government.

Due process – Must be maintained. In order to preserve this process in the structure that leaves the powers of setting precedent of law to the COB/LB/EB structure, the cases that reach this unique status should be escalated to the highest court so that the case can be overseen by the top 3 branches of government. The top level of the World Court system can make their judgment(s), however, it will be understood that a review of these judgments that set precedent of law will be made by the COB/LB/EB system through deliberation and vote. A reversal may result, or a new law. The Judicial Branches function must always remain clear of establishing precedent law without the review of the people.

Precedent Law - Cannot be formed under the judicial system without the review of the people through COB/EB/LB deliberation. The Judicial Branch must remain tasked with enforcing, interpreting, and judging through the law.

Law Enforcement employees will fall under the Judicial Branch.

 

Resources and Productivity Branch

This new form in government will oversee, facilitate, and ensure resources and products flow worldwide economy free. The potential erosion of this branch into any form of economy will need to be vigilantly watched over by all peoples. Essential shipments will be the highlight of this branches function. Items which each individual, community, region, manufacturer, etc will find as necessity in daily lives and contribution to are going to be the main direction of management (resources, food, building materials, etc). Other items which are elective (your iphones, games, and other misc), the RPB will simply facilitate the means of organization through its system for distribution. Internet, telecommunications will be key in communicating orders through this structure to ensure the divvy throughout the world is fairly distributed; and key in communicating back to workforces the needs to increase or decrease production, harvest, gathering of goods and resources. So in essence the RPB will only hold a control structure of goods labeled as essential for human activity. All elective items will simply flow through it as it does today, only without economy.


There will need to be divisions within the RPB to specialize in the important aspects of this organizations overall purpose. I propose the following divisions:

Resource Division – Gathers resource supply/demand information, studies this information in real-time and forwards reports to the other divisions for their use.

Productivity Division – In concert with the real-time information of the other 3 divisions, it coordinates with producers the need to increase or decrease productivity.

Distribution Division – Facilitates the fair, unrestricted, and economy-free distribution of goods. Items listed as necessity items controlled by the RPB will be distributed in controlled fashion as deliberated on in concert with the other divisions.

Planning Division – Studies the supply/demand information and facilitates with the other 3 divisions future planning of humanities work forces of necessities. At any given point in time, humanity will have a “Minimum Labor Requirement (MLR)” that will ensure the basic needs of each individual of mankind is guaranteed. A vital function of this Planning Division will be the real-time study of this relationship. In its study it can then conclude the amount of workforce that can be allocated to elective fields to further humanities creative and explorative spirit. It is essential to our world society to ensure we always stay grounded in taking care of this MLR before anything else is pursued. This division will be responsible in submitting to the COB, LB, and EB the informative documentation that details available workforce to allocate to elective fields. Elective fields would be exampled by things such as intellectual arts (literature, artistry, entertainment, sports, invention, etc), science, and explorations of our universe.
